Usually "covet" is interpreted as meaning "have sex with" as, in fact, a more common and accurate translation is "You shall not commit adultery" (the "covet" version is from the King James I think). Anyway, Clinton was, as far as I know, the first president to invoke the "oral sex exception" clause to the commandment against adultery.
